| An airstrike by government forces in Amran province last month killed as many as 87 civilians. The government, however, blames rebel fighters for using human shields. In meetings Wednesday with British officials, meanwhile, Yemeni Foreign Minister Abu Bakr al-Qirbi said the escalation was forced on his government because of rebel actions against citizens and governmental institutions in the northern province of Sadah, where the fighting is at its worst.
